The amendments envisage introducing constitutional complaint submitted by a natural or legal person, determining fiscal rules according to which the budget deficit should not exceed three percent of the budget of the GDP, while public debt must not exceed 60 percent of GDP. The amendments also provided that the Government could deviate from the specified fiscal policies only in exceptional circumstances, such as in case of natural disasters and external shocks endangering national security, public health or a significant decline in current GDP.

MPs will also have to state their opinion on renaming the National Bank of Macedonia in the Bank of the Republic of Macedonia, as well as the Assembly to elect and dismiss the Auditor General and the Judicial Council to be composed of 15 members.

Two-thirds majority is necessary for the adoption of the constitutional changes, i.e. they should receive the support of 82 MPs.
