Europe is developing a strategy for Macedonia following the example of Ukraine?

The start of negotiations between Prime Minister Nikola Gruevski and president of SDSM Zoran Zaev opened the dilemma whether Macedonia would be assisted with forming an international advisory panel (IAP) following the example of Ukraine.

Such a possibility was yesterday announced by diplomatic sources close to the Secretary General of the Council of Europe Thorbjørn Jagland.

International Advisory Panel was constituted by the Secretary General of the Council of Europe Thorbjørn Jagland, with the function to oversee the investigation into the riots and human casualties that occurred in Ukraine at Majdan Square in February 2014, when 5,500 people were killed.

Lawyer Nicolas Braza, along with two representatives from Ukraine, one from government and one from the opposition, was appointed president of this body.

The work of the International Advisory Panel was welcomed and accepted by international organizations and Russia, but also from the Ukrainian authorities, who are committed to improving the situation.

International Advisory Panel concluded that the investigation into the violence of Majdan does not meet European standards of human rights, that there was no sincere will to investigate and that the investigation was not started soon, which in itself was a challenge for the subsequent investigations.

Then the Ukrainian authorities have implemented the conclusions that were published in March 2015.

Who’s Nicolas Braza?

Nicolas Dushan Braza is British lawyer with Serbian background and a former president of the European Court of Human Rights. He was born on 3rd of March 1945, and began his education and graduated from college “Wimbledon.” He was on duty as an advisor to the Queen until 1998, when he joined the European Commission of Human Rights. In 2001, he became president of the Human Rights Court, and after two mandates, he became president of the International Advisory Panel for Ukraine.
