The State Commission for Prevention of Corruption (SCPC) has made a decision to file two procedures against President Gjorge Ivanov for his decisions for promotion of senior officers in ARM during the election period which represents a violation of bans that are determined by the Election Code and the Law for prevention of corruption and a conflict of interest.
Apparently, President Ivanov has issued a decree with which he has promoted Vasko Gjurchinovski from General Major to General- Colonel and the promotion wasn’t conducted in accordance with the Law of Army service. According to SCPC, it causes a suspicion that Ivanov has violated his legal authorizations and has made a decision without the previous implementation of the legally set procedure. By issuing the decree, SCPS has determined, that Gjurchinovski will be paid a bigger salary, an act that is forbidden during an election period.
Also, with the issued decrees the brigade General Orce Jordev is promoted to a deputy commander and colonel Dragan Kovachki is promoted to a commander of the First Mechanized Infantry Brigade and Colonel Besnik Emini for a Chief of Stuff, and these were issued after a day when the elections were called for, will be paid an increased salary which is forbidden during the elections.
