Shilegov: A new concesioner and modernization of Drisla by the end of this year

The City of Skopje has formed a new commission that should perform reevaluation of the offers by companies and in accordance with this, it will perform a new selection of the concessioner of the Drisla sanitary landfill. This was confirmed for “Meta” by the mayor of Skopje, Petre Shilegov. He expects that the commission will finish its job very quickly and then propose to the Council of the City of Skopje the candidate for the concessioner that by the end of the year should finish the whole process and start the implementation of a modern technology that will make Drisla a modern landfill.

According to the mayor of Skopje, it is not a new call for concession of Drisla, but a return evaluation of the received offers by companies that took part in the bid in 2011.

Back then, by a decision of the previous city authorities the Italian company FCL Ambiente was selected as  concessioner of Drisla and it got 35 years lease, with the obligation to invest 73 million euros in the sanitary landfill. The second-ranked German company Scholtz appealed this decision twice. But the City of Skopje, while its mayor was Koce Trajanovski, signed agreements with FCL Ambiente twice.

-When I took the office, the procedure was immesurably complicated and because of that I couldn’t do anything, but as soon as the complete administrative procedure ends, the newly selected concessioner will be asked for a banking guarantee that he will do his obligations – said Shilegov.

He said that the selection of the waste, its degassing, then burning and the production of electric energy at Drisla should be implemented by the future concessioner and he also said that “everywhere the waste management is a profit-making business except in Skopje.”

According to the mayor, when the whole process ends, the landfill will be receiving only around 5% of the waste that is dumped now, which will be a significant step forward towards a cleaner living environment in Skopje.

The law for protection of park-forest Vodno will be finished next year

It is unreal to expect that the procedure for passing the decision for the Law for protection of the park-forest Vodno to be completed in a short amount of time because that precedes are several phases of realization, said Ana Petrovska, the State Secretary at the Ministry of Environment and Physical Planning, when asked by Meta Agency why this ministry hasn’t completed its task to prepare a law for protection of Vodno that was assigned by the government in August.

In August, the ministry of environment was given a deadline of 30 days to prepare the content of the law which will determine Vodno’s status and will be protected from any further urbanization and destruction. This task arrived this summer when civic protesters protested against the building of the gas line through Vodno and since it became clear that the status of this mountain is legally not entirely determined, it has allowed a realization of projects that is destroying a large part of the vegetation and the natural habitats at Vodno.

The interview with the mayor of Skopje Petre Shilegov for Meta confirmed that there is a political will among the parliamentary majority in favor of this law. The park-forest Vodno is under the jurisdiction of the city of Skopje, and the law should determine the obligation that the city of Skopje will have regarding this and recognizable city emblem and recreation zone.

What will precede the passing of the law for proclaiming Vodno as a protected area is the finalization of the study for revalorization of Vodno and a public debate, and in accordance to current laws, a Plan for managing with park-forest Vodno will have to be prepared. In the preparation of this law, a partner with the Ministry is the UNDP.

The city of Skopje named a street to honor the Norwegian diplomat Thorvald Stoltenberg

To express the gratitude on part of the city of Skopje and its citizens, for the help that the Norwegian diplomat has provided after the catastrophic earthquake in Skopje in 1963, the street that links the City Park, the main stadium and the bank of river Vardar will be named as “Stoltenberg Street.”

The Mayor, Petre Shilegov, said that Skopje will always remember those who have helped the city during its most difficult times.

-For this reason, this I give this table to NATO’s Secretary General, Jens Stoltenberg so he could know that what his father has done for this city will never be forgotten – said Shilegov.

He also said that Stoltenberg’s contributions in the renewal of Skopje after the earthquake were enormous.

Stoltenberg said that Skopje had a special place in the heart of his father because of the closeness he felt about the city after the catastrophic earthquake in 1963.

Vodno pipeline work halted, Shilegov calls for a debate on Monday

The Mayor of Skopje, Petre Shilegov, has said that from today all work related activities on the Vodno pipeline have been halted. All such work will cease until the dialogue and debating process regarding the pipeline have been completed. He called on the representatives of the competent state bodies, as well as the representatives of the civic associations to attend the debate, on Monday at 13:00h at the Council of the City of Skopje.

“Construction of the Vodno pipeline is causing concern and reactions amongst the public. I would like to emphasize that prior to the start of the construction activities, intensive talks with activists and all concerned citizens were preceded by joint alternative compromise solutions. As a result of these talks, we managed to reduce the width of the route of the pipeline from 25 to 10 meters and alterations of the route in one part to that of 4 kilometers. Nevertheless, it is obvious that the public are concerned regarding the alignment and construction of the pipeline. I, as a mayor, can not just calmly and silently observe this process”, Shilegov said.

Shilegov: City transport will be free until the pollution levels are down

Today, the Mayor of the City of Skopje, Petre Shilegov, announced that city bus transport will be free for passengers until the pollution is reduced.

He stated, that as part of the emergency measures that the City of Skopje is introducing to reduce the pollution, will be the interruption of all construction activities at construction sites, intense washing of the city streets, stronger inspections, as well as the limitation of the training of driving schools.

Shilegov appealed to drivers not to use vehicles without the need and for the citizens to organize and use a joint transport, but also to stop the use of waste materials, expect dry wood.

Shilegov: The children from the Christmas parades were not abused for religious purposes

The Mayor of the City of Skopje believes that the children who took part in yesterday’s Christmas Eve parade, were not used or abused for religious or political purposes.

According to him, the mayors of the municipalities and the City of Skopje met all requests of the citizens, for providing bus transport for the children.

“The initiative came from the parents themselves, who consciously took their children into that initiative. We, as the City of Skopje, just came out and encountered the needs for transport for the children by buses”, Shilegov replied to a journalist’s question, after the Christmas liturgy at the Cathedral “St. Kliment Ohridski” in Skopje.

Yesterday, certain associations and civil initiatives reacted to the participation of children in the Christmas parades that were held in several cities in the country, as part of Christmas Eve and Christmas celebrations.

VMRO-DPMNE: The citizens are suffocating while Shilegov and SDSM couldn’t care less

Skopje is suffocating, and Petre Shilegov and SDS’ government couldn’t care less. The level of pollution in the last few days has reached unseen heights, said VMRO-DPMNE’s press release.

“While the citizens are suffocating everyday in the polluted and the hazardous air, for Petre Shilegov this looks like a reality show. Until two months ago, the very same Shilegov in his fight for the votes of the people in Skopje he was promising clean air and a non hazardous environment. The same issue he is seeing it throught he prism of a real show. The central power who has been controlling all of the institutions for the past 7 months isn’t taking over anything in the direction towards the improvement of the air quality. On the contrary, the air quality is dropping down, the pollution is enormous and the citizens are victims of SDS’ irresponsible politics” said the party.

According to VMRO-DPMNE, the citizens are victims of SDSM’s irresponsible politics and that they are paying the price of the government’s irresponsibility with their health.

The opposition is pleading to the government and the city of Skopje to take urgent measures for the protection of the citizens.

Shilegov: It was not just the “Mercedes”, there were VIP cabins in the cable cars on Vodno

Today, the Mayor of Skopje, Petre Shilegov posted photos on his Facebook profile of VIP cabins from the Millennium Cross’s cable cars, which where purchased by the previous government, and as he says, were not for the general use of the public.

“It was not just the ‘Mercedes’…. the VIP cabins in the cable cars, were not for general use”, wrote Shilegov on Facebook.

Otherwise, the cable cars on Sredno Vodno to the Millennium Cross were opened to the general public at the beginning of June, 2011 by the cities authorities at the time.

At the time, the media reported that the cable cars to the Millennium Cross had 28 cabins for eight people, and two VIP cabins for four people. This information is also on the official website of the Public Transport Company “Skopje”, who operate and control the cable cars.

Poll: Trajanovski and Shilegov will most likely run in the second round of the mayoral elections

The mayoral elections in Skopje will be unpredictable shows the telephone poll that was conducted in the period between the 23rd of September and the 2nd of October and was carried out by “M Prospekt” on request by Telma TV and MCMS on a specimen of 1.560 examinees, with a statistical error of 2.5%.

According to the data, the difference between both candidates for a mayor of Skopje, VMRO-DPMNE’s candidate Koce Trajanovski and SDSM’s candidate Petre Shilegov is 2.5% i.e. it is a small probability that the winner will be known after the first round of the elections.

In total, 37.1 % of the people questioned would vote for Shilegov, 34.6% for Trajanovski, 5.8% for another candidate while 22.5 wouldn’t vote for any candidate. According to the ethnicity of the examinees, Trajanovski enjoys the greatest support from the Macedonians i.e. 42.3 % while 30.9 % would vote for Shilegov. SDSM’s candidate has a greater support among the Albanian voters i.e. 58.6 would vote for Shilegov while 4.8% would vote for Trajanovski.

The situation is similar with the list of counselors for the city of Skopje. 33.8% of the examinees would vote for SDSM’s counselor list, 31.7% would have cast their vote for VMRO-DPMNE’s list, 4% of the examinees have stated positively for DUI’s list, 3.7% for Besa, 0.7% for the Alliance of the Albanians and 2% for another list. Still, 24% of the examinees have said that they wouldn’t vote for any list or didn’t provide an answer.

The poll also shows that the three municipalities in Skopje – Center, Gazi Baba, and Karposh – they could vote a mayor even in the first round of the elections.

Shilegov: The place for a Panoramic Wheel is in an amusement park, not the riverbed of Vardar

The centre of Skopje is not an amusement park, and the place for a panoramic wheel is in an amusement park, and not by the riverbed of the Vardar river, stated SDSM candidate for mayor of the City of Skopje, Petre Shilegov.

He said that if he becomes mayor, he will consult the public with expertise on all decisions.

“That way we will find the best expert solution in order to make a valid decision. If you make a decision about what will happen with “Skopje 2014”, you will be the new Nikola Gruevski. As for the panoramic wheel, all aspects need to be looked at, to see what’s happening with the project. Its place is not on the riverbed of the Vardar river. However, everything we do, we will do the least harm to the citizens, as it is their money which was invested. I hope that this project will succeed in a timely manner, if it is not too far along, we can stop the panoramic wheel’s location, it’s place is in an amusement park. The centre of Skopje is not an amusement park”, said Shilegov.

He said he would respect the will of the citizens about the look of GTC and leave it open to everyone.
