What does transitional government mean and where is it applied?

On yesterday’s forum in “Universal Hall”, SDSM leader Zoran Zaev demanded the resignation of the government of Gruevski and forming a transitional government that would create conditions for democratic elections.

What is actually a transitional government? Although in the world there are many definitions of it (transitional, temporary, technical), common to all of them is that they are transitional governments with a mandate for strictly defined purposes.

A simplified, but the generally accepted definition of a transitional government is that it is a government that is temporarily set out to prepare the way for a permanent government.

For example, when Saddam Hussein was taken down in Iraq, the United States established a transitional government in the country to oversee the writing of a new constitution and to hold elections for a new permanent government for the country.

Transitional government, in fact, is an event that creates a political void.

That government doesn’t get a mandate on elections, but is appointed with the consent of the major political forces in the country. It is also possible such a government to be formed through the mediation of international community.

In is composed of experts who are not related to a specific party and who would have one goal – to organize the next elections.

The history of the transitional governments has its roots in the time of revolutions in Europe from the mid-19th century, and they were also called liberal governments, formed to prepare the country for elections.

One of the most famous transitional governments is the Russian provisional government after the October Revolution in 1917.

Such governments are known throughout the world, although it rarely happens in Europe. The latest examples of transitional or technocratic governments in Europe were the ones in Italy and Greece, which were formed to overcome the economic crisis.

The world famous transitional government (which are mainly formed in areas with bloody religious and ethnic conflicts), was in Somalia in 2012, which was internationally recognized, in the Congo from 1998 to 2003 and in Ethiopia from 2012.
