The Government of the Republic of North Macedonia’s Programme for Work for the period 2020-2024, promises that by the end of 2024, the government will provide direct support for the procurement of 10,000 bins and containers annually for the municipalities, as help towards protection of the environment. Somewhere in the second half of the government’s mandate, we assess this government’s promise as currently in progress and partially fulfilled.
The central government has helped some municipalities indeed in the procurement of bins and containers, but primarily these are the local self-government units that are part of the east and northeast planning regions. On the 26th of February 2020, the Minister of Environment, Naser Nuredini said that by the end of June this year, 18 municipalities from the Eastern and Northeastern regions will receive the promised waste containers that are procured with EU funds.
In October 2020, the Municipality of Kratovo, as one of the local self-government units located in one of the two regions, announced on its web site that the selection of the most favorable bidder for the purchase of 3,923 containers, that will be distributed in all 18 municipalities in the East and Northeast planning region, is in the final phase. MIA news agency on the 4th of July 2021 published that the distribution of the special waste containers in the municipalities of the East and Northeast regions, which are part of a project to establish an EU-funded regional waste management system, has begun.
Additionally, Naser Nuredini, the Minister of Environment and Physical Planning, on the 28th of September 2022 said that the money raised from the sale of plastic shopping bags in stores throughout the country will be used for setting up a new waste selection infrastructure across the country.
“This means setting up new 5,000 containers for waste selection, and the rest of the funds will be allocated for educational campaigns to raise public awareness about primary waste selection and recycling,” he added.
The money garnered from the purchase of biodegradable bags that cost MKD15 will go to the funds of the Ministry of Environment and Physical Planning, and from December 2021 to June 2022, more than €1 million were collected, Minister Nuredini informed then.
Meta.mk sent questions to the Ministry of Environment and Physical Planning on two occasions – on the 30th of September and the 4th of October 4 2022 to the official emails, asking about the phase of implementation of this government promise at that moment and what are the plans for its implementation by the end of the mandate in 2024.
Based on the fact that in the Programme for Work of the Government 2020-2024 there is a promise that by 2024 the local authorities will receive support in the fight for clean environment through the purchase of 10,000 bins and containers each year, and the real situation in the field says that this number of procured containers has not been reached to this day, we can conclude that the realization of this government’s promise is currently ongoing and has been partially fulfilled.
