The “Law for Honoraries” or the Law that requires contributions being paid for part-time and one-time jobs, will be revoked. The request for its termination was accepted yesterday at a government session.
According to finance minister Zoran Stavreski, the termination of the paying of contributions for part-time work is because in the meantime “the Government had introduced another packet of measures that will repeat the effects that were intended with the law in question.”
– In the past period the Government realized the project “Makedonija Vrabotuva” (Macedonia is Employing) which relieves employees in the private sector from paying contributions for the duration of one to five years. With this measure, practically, 4000 people in Republic of Macedonia have acquired a full-time job for which their companies are paying social security and health contribution- further explained Mr. Stavreski.
The changes in the contributions law and the law for mandatory social insurance, which enveloped part-time workers, came to force on January 1 of this year. The measures intended part-time workers to pay about 35 percent contributions for social security and health insurance, from their net pay which is based on a contracted agreement, authorship agreement or other kinds of agreements which required contributions to be paid to the state.
Many associations, organizations and citizens protested this law, taking their dissent on the streets.
Accountants, on the other hand, reacted to the confusion that followed the implementation of the law, regarding how it would play out in practice.
Following these reactions, the law had amendments and annexes that resulted with the requirement for the unemployed, who are contracted for a part-time job, to pay 35 percent of the net amount that goes above the minimum wage of 9590 denari.
