Line 4, added to the Electoral Code in Przino, is holding up the dismissal of Zvrlevski

The provision of Article 8-a of the Electoral Code, which VMRO-DPMNE requested an opinion from the State Commission for Preventing Corruption (SCPC), regarding the parliamentary debate on the dismissal of the Attorney General, Marko Zvrlevski, was added to the Electoral Code in accordance with the Przino Agreement, which was signed to solve the political crisis in 2015 by SDSM, VMRO-DPMNE, DUI and DPA.

The MPs from the opposition party believe that the parliamentary session debating the public prosecutor’s dismissal , which began on 5th of July and is still in progress, is contrary to Article 8-a, paragraph 1, line 4 of the Electoral Code, according to which “from the day of the decision to call an election, a procedure cannot begin for employing new persons or procedures for termination of employment in state and public institutions, and the initiated procedures are put on hold, except in urgent cases”.

The provision was part of the package of amendments and additions to the Electoral Code adopted by the Parliament in November 2015, which came from the obligations from the Przino Agreement.

The amendments to the Electoral Code were also one of the requests of SDSM, who were the opposition at the time, and as a basis the recommendations were taken from the OSCE /ODIHR report on the early parliamentary and presidential elections held in 2014.
