What is the government which Zaev wants and Gruevski doesn’t?

Transitional government is probably the only snag in the negotiations recently started in Skopje between the leaders of the four largest parties and continued between Nikola Gruevski and Zoran Zaev yesterday in Strasbourg.

The rumors that already there are possible candidates for a future government, whatever transitional or technical, are getting louder and public was also intrigued by the large crew that Gruevski took in Strasbourg and Brussels.

Although in the world there are several definitions for it (transitional, temporary, technical), common to them all is that transitional governments are mandated for strictly defined purposes.

The transitional government, in fact, is an event that creates a political void.

It receives no government mandate during elections, but was appointed with the agreement of the main political forces in the country. It is possible this government to be formed and mediated by the international community.

In its composition there are experts who are not associated with any party and who would have only one goal – to organize elections.

Worldwide there are several tested models of government that has managed crises.
