Why did Ivanov sign the decrees for the laws?

President Gjorgje Ivanov yesterday signed the decrees declaring a law in the field of education, which the Assembly of the Republic of Macedonia adopted at the session held on 14th of January 14.

It caused an outcry among the student and professorial plenum, which announced that they will continue with their actions against these, according to them, unconstitutional laws. There were also reactions on the social networks.

However, part of the statement from the presidential office sparked the attention of the public.

“President Ivanov was firmly assured by the proposer of the laws that in the future, a comprehensive professional debate on most essential issues in the field of higher education will be organized with representatives of the students and international experts on higher education. From all these activities and inclusive dialogue, a completely new law on higher education will be derived.”

This part of the statement caused a few dilemmas. Namely, it is said that the President received “strong assurance” that an expert discussion will be organized (meaning: you sign the law, we promise that we will then arrange an expert discussion). If the proposer of the law is the Ministry of Education, then it is assumed that Ivanov received a “strong assurance” by the Minister Abdilakim Ademi.

Also, this late idea for expert discussion can only mean one thing – that is that new amendments to the Law on Higher Education are being prepared. Otherwise, why would there be a need of a discussion on an already passed law. Perhaps, as stated below in the statement, because “these activities will result with a new law” (meaning: after the discussion, we will adopt a new law). If it is indeed the case, then why the rush? If a new and different law than the one he signed is being prepared, the why he signed the decree? Just because he was promised, excuse me, “received strong assurance” that there will be a new discussion and a new law?

You can interpret this part of the statement as you wish, but it is still clear that it will cause controversy in public.

Does he just predicts something with this statement or knows exactly what is being prepared?
