Who will meet Hahn upon his arrival, Gruevski, or the new Prime Minister?

The European Commission today confirmed that the European Commissioner for Neighbourhood Policy and Enlargement Negotiations, Johannes Hahn, will arrive in Skopje this month. Although no precise date has been given, the media has been speculating that likely dates are 14 or 15 of January.
It is unclear who will meet Hahn when he arrives in Skopje, will it be Nikola Gruevski – Prime Minister, Nikola Gruevski the leader of VMRO-DPMNE or if the DUI leader Ali Ahmeti’s prediction is correct, the Prime Minister will resign on January 10.
Yesterday, Gruevski himself said that he would resign before January 15.

“In accordance with the agreement on January 15 a new Interim Government will be elected with a new Prime Minister for the conduct of elections. Previously, of course, I will resign”, said Gruevski.

In the Przhino Agreement it exactly specifies that the Prime Minister should step down 100 days before the parliamentary elections, which will be held on April 24, 2016, and the new Government should be inaugurated on January 15 of 2016.
