The parties are having problems agreeing on the names of the experts who should be part of the chairman at the SEC. “Meta” has learnt that all members – experts that have been discussed, were either close to the government or to the opposition, which contradicts the impartiality of the Commission.
From sources close to the negotiators we learned that the parties lobbied the experts who have registered so far to win over to their side.
Under the Przhino Agreement experts should be acceptable to all political parties that signed the agreement.
Some sources of the negotiating groups said, the problem with experts occur because the new electoral code agreed at the meetings of the working groups, has seen the powers of the SEC increased. Apart from decisions the SEC will have to make during the elections, the Commission has jurisdiction to decide on vetoes of additional Ministers and Deputy Ministers- placed in several Ministries.
Parties proposed their own members to the SEC last week. Violeta Duma, who is now a current member of the SEC, and Igor Milev are proposals from the SDSM, and Silvana Boneva and Saso Srcev also are current member of the SEC, and are proposals from VMRO-DPMNE. Subhi Jakupi from DUI and from DPA Bedredin Ibrahimi are also current members of the highest constituency in the country.
The composition of the SEC has nine members, three nominated by the government, three proposed by the opposition and the other three members should be experts.
