Centre for Civil Communications published the ranking of the ministries, Government and municipalities according to the Transparency Index.
“Active transparency of the ministries and the municipalities remains at a low level even in 2019, although the bar has been slightly raised since last year. The percent of achievement for publishing information of public character of all 97 surveyed institutions is 56% (from possible 100 percent) and has increased up to 12,5 percent in comparison to last year (when it was around 43,5 percent).
Third year in a row, the proactive publishing of information of the ministries is increased and they are significantly better than the municipalities that yet, after nine-year decline, for the first time, has an improvement in active transparency. The average active transparency of the ministries is 77.6 percent, while the municipalities 51.7 percent”, said the analysis of the Centre for Civil Communications.
Bitola remains first place since last year, while from the ministries the Ministry for agriculture, forestry and water economy holds second place.
“The least information was published by the ministries with 57 percent, and the municipalities with only 26 percent of all the information they need to show. When it came to the need to reply to the request of information of public character, which was sent to all municipalities at the same day with the same content, the municipalities replied for 21 days (last year 20) , while the ministries for 34 days (last year 41). However, unlike last year when all institutions responded, as much as 12 percent of institutions did not respond to requests this year”, study shows.
