The competition for public procurement during the first half of the year in 2019 was worsened compared to the previous two years, In 35 % of the monitored tenders for public procurement it was registered that they have received only one offer, shows the latest report of the regular monitoring of public procurements in Macedonia during the period between January and June 2019 by the Center of Civic Communications. The average received offers at the monitored specimen of tenders was 2.74.
“Each fourth tender (25.8%) was completely or partially cancelled. Apart from the regular legal grounds for cancellation, an additional option was added for the tender to be cancelled according to instructions given by the Bureau for Public Procurements after a control was previously conducted” sates the press release issued by the Center for Civic Communications.
The report informs that the institutions most of the time don’t state the value of the tender in their published advertisements which is in accordance with the law, but it is symptomatic for the investigators where the offered prices are symptomatically close to the evaluated value of the procurement, which amount the offerers couldn’t have been able to see in the tender documentation.
During the first half of 2019, through a non-transparent procedure with negotiations without publishing an advertisement, agreements in the amount of 9.6 million euros were concluded, which is for 11% less compared to the same period last year, informs the Center for Civic Communications.
The monitoring of public procurements is implemented as part of the Public spending for public good supported by the USAID project for Civic participation. The goal is to increase the effectiveness of public spending by decreasing the corruption and increasing the transparency.
