MPs to pass constitutional changes today

The draft amendment for defining marriage as a union only between a man and a woman establishing international financial zones which business and organization will be redefined by law and few more amendments for constitutional changes will be put on today’s agenda of the Assembly. In order the amendments to be adopted, 82 MPs should vote for them.

Two of the amendments are concerning to the decision on a constitutional complaint filed by a natural or legal person, as well as that the manner of operation and procedure of the Constitutional Court are regulated by law adopted by a two-thirds majority. Also proposed is an amendment that provided for the Government to determine the fiscal policy in Macedonia within the established fiscal rules and the budget deficit cannot exceed three percent of GDP, while public debt must not exceed 60 percent of GDP. This amendment provides the Government could only deviate from the specified fiscal rules under exceptional circumstances, such as natural disasters and external shocks that affect endangering national security, public health or in the event of a significant decline of the current GDP.

The draft amendments provide renaming the National Bank of Macedonia in the Bank of the Republic of Macedonia, the Assembly to elects and dismiss the Auditor General, and the Judicial Council to be composed of 15 members.

At The Parliamentary Committee on Constitutional Affairs, only DPA didn’t support the amendments.

Two more plenary sessions will be held in the Assembly today, the first at 11 am, will be the address of Ilir Meta, Speaker of the Assembly of Albania, and amendments to the draft law on violations will be discussed at the second session.
