The Ombudsman considers it legitimate to collect signatures for determining the status of a law proposing amnesty for prisoners and sees an obstacle to be given the opportunity to implement such a democratic right.
Ombudsman recalls its recommendations for reducing overcrowding, and improvement of the health services, and correctional facilities, he also calls for appropriate and timely health care, and to improve the work of the re-education and the re socialization of criminal offenders. He also believes that his office has always focused on the rights of its citizens and their initiative.
