Democratic Union for Integration (DUI) today announced the whole agreement which all four party leaders, Nikola Gruevski, Zoran Zaev, Ali Ahmeti and Menduh Thaci, with the mediation of EU Enlargement Commissioner Johannes Hahn, EU Ambassador Aivo Orav and US Ambassador Jess Bailey, signed on 2nd of June at the residence of the European Union (EU) in Skopje.
Under the agreement, the parties agree to put the interests of the state in the first place and oblige to respect democratic principles of political responsibility by engaging in the key challenges which the country is facing.
Parties agree a “transitional period” to be established beginning immediately and ending with free and democratic elections in full compliance with European standards by the end of April 2016.
During the transitional period:
- Until 10th of June, the parties shall agree on the concrete organization of the government which will organize elections;
- SDSM shall return to the Assembly and will manage the parliamentary inquiry commission established for the wiretapping scandal. Commissions for detection and intervention in communications will also be managed by SDSM and begin work examining failures in the supervision and operation of the state intelligence service;
- The first report of this commission shall be ready in November 2015;
- With immediate effect, there will be no further publication of any material from the wiretapping. Upon the return of SDSM to the Assembly, all materials held by SDSM or others will be submitted to the Public Prosecution for urgent procedure;
- In the middle of June and the end of August 2015, EU will facilitate inter-party dialogue (open to all parties represented in the Assembly) to reach an agreement on issues of structural reforms;
- This agreement will include reforms to be undertaken in the field of chapters 23 and 24, advocacy and independent functioning of the national authorities, greater media freedom and full compliance with the views and recommendations of the Venice Commission.
