Donchev: No medication will be available without an ID and we do this to establish control

Starting from the 1st of October, there will be novelties when issuing and taking medications. Den Donchev, the Director of the Health Insurance Fund of Macedonia, during today’s briefing with journalists said that in a half a month all quotas will be erased i.e. a null phase will start where an ID or passport has to be shown when signing a receipt or the purchase of the medication.

-The receipts on paper will be eliminated and electronic receipts will be introduced. A system for documents scanning will be introduced where an evidence will be kept of issued and purchased medications and receipts. For children, the medications can be picked up by their parents by showing their IDs. It can also be done by other than the parents and all they have to do is show their ID. The medication from a drugstore can be picked up by a third party, by showing his/her ID, but he will have to tell the ID card number of the person for whom the medication is intended – said Donchev.

Starting from the 1st of October the so called red flag system will start i.e. the doctors will be monitored how many receipts have issued.

– Each citizen picks up in average two receipts per month. If the doctor has issued 20 and then he issues 40, it is an indication that he needs to be checked. If these receipts were valid i.e. they were justifiably issued then nothing will happen – explained Donchev.

Orhan Ramadani, the Deputy Director of the Health Insurance Fund of Macedonia said that regarding if it is about chronically ill patients or not, the medications can be picked up by submitting an ID card and someone else can do that for them instead.
