Amendments to the Law on Internal Affairs: State Secretary at MOI to be appointed by Government

A new proposal has been put forward on the Law on Internal Affairs, and will be discussed today at a plenary session of Parliament. If the proposal is successful, and amendments are made, the State Secretary at the Ministry of Interior (MOI) will be appointed by the government, guided by the advice of the minister, instead of being selected by senior officials within the Ministry of Interior. This is the key amendment to the Law on Internal Affairs which is the main feature on the agenda of today’s plenary session of Parliament.

“Considering the current practicalities of the law, it has been determined that the positioning of the State Secretary in the Ministry of Interior should be otherwise decided. Rather than being selected from amongst senior staff at the Ministry, this Act proposes that the person should be appointed and dismissed by the Government, upon the guidance of the Minister of Interior”, states the parliamentary proposal which has been submitted in regards to amending the existing law.

According to the draft amendments to the Law on Internal Affairs, in addition to Article 43, concerning the appointment of Secretary of State in this context, the draft amendments also propose changing Article 41 of the Law, meaning instead of eight categories that classify jobs in the Ministry of Interior, the amendments propose the categories now become seven.

MPs will vote on the proposed amendments at a session today scheduled for 12:00, by a fast track procedure.
