Skopje-Blace highway work to start next year at a cost of €100 million

The construction of the Skopje-Blace highway will start in spring, next year and will be built in two phases, said Minister of Transport and Communications Goran Sugareski during a working visit to the Municipality of Arachinovo.

In the first phase, 1.6 km will be built and then the remaining part of a dozen kilometers will be completed, further construction will be carried-out in parallel.

Deputy Prime Minister for European Affairs, Bujar Osmani recently said that the construction of the highway will cost 100 million euros, however, the minister without portfolio says he does not want to speculate, and that the exact amount will be known when the project is completed.

The first part of the highway will be financed by the Public Enterprise for State Roads and the rest with the assistance of the European Bank for Reconstruction and Development. The route will feature a total of nine bridges and four tunnels.


Demir Kapija – Smokvica highway to secure economic development and safe transport

With the opening of the 28.2 kilometers highway from Demir Kapija-Smokvica, we added the part of Corridor 10 that was missing in the country, said the European Commission’s Director-General for Neighborhood Policy and Enlargement Negotiations, Christian Danielsson.

He added that this highway will facilitate the movement, will encourage economic development and provide sustainable and safer travel.

The new highway section from Demir Kapija – Smokvica, which is within the framework of Corridor 10, is part of the total European Union investments in the country’s transport infrastructure, which in the past few years reached almost 325 million euros. With them, over 100 km of the highway network has been built, which is 64 km of roads in more than 40 municipalities and 60 settlements, 16 km of railway and 11 railway stations have also been built and restored.

Prime Minister Zoran Zaev said that this freeway connects and leads to the EU.

“The section of the highway “Friendship” has built in itself a sincere story of support and cooperation. Our fundamental value and determination, to raise the capacities of our country to a level worthy of being a member of the EU, is a strong motivation for the harmonization of our national road infrastructure strategy with that of the European Union”, Zaev said.

Minister of Transport and Communications Goran Sugareski said that this motorway section is the first of its type in the Balkans.


71, 5 million of euros approved for the railroad to Bulgaria

The Ministry of Transport and Communications announced today that for the railroad and traffic infrastructure it has provided 127, 2 million of euros out of which 108, 1 million are assets from the IPA 2 program, and 19, 1 million euros were provided from Republic of Macedonia’ budget.

A total number of 71, 5 euros should be utilized for building a part of the third phase of the railroad towards Bulgaria i.e. the section Kriva Palanka – border crossing Deve Bair, and 48,7 million of euros for building the second phase of the express line Gradsko -Prilep i.e. the section Gradsko – Drenovo.

The second part of the assets will be used for reconstructing the section Kumanovo – Rankovce including the building of a third lane in the section Pletvar towards Gradsko – Prilep including the replacement of protection fences along the “Friendship” highway, in the length of 100 km.


VMRO-DPMNE: The government mustn’t be silent and it mustn’t hide details from the negotiations

Regarding the renaming of the airport and the highway, VMRO-DPMNE is adamant that there is no irredentism in the current names, said the party’s press release.

The party also said that it would be good if “the citizens to hear whether the government’s decision is part of some wider strategy or are these again one-sided acts that Macedonia has no benefit from.”

“The government mustn’t keep silent and to hide details about the negotiations. In circumstances such as these when the remaining details are hidden, it is very unserious and very dangerous to litigate publicly with the entries that are acceptable. Prime Minister Zaev’s speech may have serious consequences for the whole process and it can dramatically disrupt the Macedonian negotiation positions” said the press release.

VMRO-DPMNE also stated that “Zaev said yesterday that a geographic heading was acceptable for him, but he didn’t say in whose name did he speak, and what heading is acceptable for him.”


Thimonier pleased with the construction of the highway and expects justice will take care of “Aktor”

Today, French Ambassador to Macedonia, Christian Thimonier, together with the Minister of Transport and Communications, Goran Sugareski, reviewed the construction of the highway of Demir Kapija-Smokvica.

Thimonier was pleased with the job done by the French Consortium “EGIS International” who were appointed as the supervising body for the project regarding the construction of the highway.

When asked by journalists about the investigations by the Greek Public Prosecution, concerning the Greek contractor “Aktor” who were building the highway, the French ambassador said that the most important thing is the work by the French company.

“The company is responsible for the quality of materials, as supervisor. It is not my jurisdiction under what conditions the contract was signed. I will leave the rest and let justice do its job”, Thimonier stated.

According to Sugareski, the highway should be in use by the 1st of November, this year.

To the question, whether the opening of the highway could be delayed because of the “Aktor” case, who are also being investigated by the European Union, Sugareski says that the situation should be left alone to clear up. The highway Demir Kapija – Smokvica is 28 kilometres long, and according to different sources, it should cost 257 million euros.


“Aktor”: The judiciary authorities in Skopje have put the case related to the highway in an archive dated from 2014

The Greek company “Aktor” has no knowledge of the existence of a prosecution regarding the contract for building the Demir Kapija – Smokvica highway, announced the company.

They said that after the performed audit, the judiciary in Skopje, have put the case in the archive dated 2014. According to then, the contract for building the highway was signed on basis of an international tender.

Greek media outlets “Protothema” and “Kathimerini” wrote that the European Anti-Fraud Office (OLAF) has charged this Greek company for fraud and laundering 50 million euros in connection with the construction of a highway Demir Kapija – Smokvica.

Aktor has denied they were laundering money during the building of the highway and have stressed that there was no fraud while carrying out the construction works.

When “Meta” questioned the Public Prosecution for Organized Crime and Corruption two years ago, they stated they were collecting evidence necessary to solve the “Aktor” case.

“Given the complexity of the case, the prosecuting authority will take action to collect evidence necessary to establish the circumstances of the execution of this particular crime”, responded on March 2015, the Prosecutor’s Office.


SDSM: OLAF’s report about money laundering by “Aktor” is proof why Zvrlevski has to go

The report issued by the European Anti-Fraud Office (OLAF) with the charges against the Greek company “Aktor” for money laundering during the construction of the Demir Kapija – Smokvica highway is confirmation for the scandalous negligence on Marko Zvrlevski part and is proof why urgently needs to go, said SDSM.

The party says that in 2014 they revealed that there was serious suspicion of criminal activities related to the construction of the Demir Kapija – Smokvica highway.

“For almost 3 years, there is no legal outcome for this case in Macedonia due to blocked institutions and Marko Zvrlevski’s negligence. It is evident why VMRO-DPMNE is protecting Zvrlevski, but it is evident why Zvrlevski must leave his position which he misused for years. The justice and the legal state will return and that is the greatest fear of VMRO-DPMNE’s criminal leadership, Marko Zvrlevski, and Nikola Gruevski” said SDSM’s statement.

Greek company “Aktor” charged for laundering 50 million euros for Demir Kapija – Smokvica highway

The European Anti-Fraud Office (OLAF) has charged the Greek company “Aktor” for fraud and laundering 50 million euros  in connection with the construction of a highway Demir Kapija – Smokvica, reported Greek media outlets “Protothema” and “Kathimerini”.

The case found itself under scrutiny by the public prosecutor after evidence was collected by OLAF.

The Greek construction company in 2012 won the tender for the construction of a 28 km section of the highway and the name “Aktor” became well known in the public domain in 2014, when SDSM made accusations that 3.5 million euros had been withdrawn from Macedonian bank accounts illegally.

SDSM presented documents and argued that Greek citizens through the branch of the Greek company “Aktor” in the country, had withdrawn millions of euros in cash from a branch of “Stopanska Bank – Skopje” in Negotino.

“Protothema” also wrote that some of the staff withdrew monthly salaries of 110,000 euros.

When “Meta” questioned the Public Prosecution for Organized Crime and Corruption two years ago, they stated they were collecting evidence necessary to solve the “Aktor” case.

“Given the complexity of the case, the prosecuting authority will take action to collect evidence necessary to establish the circumstances of the execution of this particular crime”, responded on March 2015, the Prosecutor’s Office.

Two years ago, at the request of the Greek state attorney’s office, Greek financial police arrested the owner of “Aktor”, Leonidas Bobolas, for tax evasion and debt to the state.


Although Chinese deleted them, “Google” still keep pages with amounts for the highways

Old pages of Chinese company “Sinohidro” which builds highways Kichevo – Ohrid and Miladinovci – Sveti Nikole – Shtip, can still be seen in the cache memory of browser “Google”, although Chinese recently removed original pages with the amounts.

The page “Sinohidro” wrote that the construction of highway Kichevo – Ohrid cost 56 million euros, and on the signing of the agreement, the Government said that the highway will be built for 373 million euros. For highway Miladinovci – Sveti Nikole – Shtip, the site of the Chinese company says that it costs 30 million dollars, and Macedonia knows that the construction of that highway costs 206 million euros.

After the media reported that the site of the company has different amounts for construction of highways than our government presented, the pages can no longer be opened.

In addition, the Chinese anti-corruption body to control public companies, in May 2014, announced that Huang Baodong, former vice president of the group “Power Construction Corporation”, abused his position, i.e. that repeatedly took bribes, reports “Nova TV“.

Until last year, Huang Baodong was vice president of business corporation “Power Construction Corporation”, mother company of the company “Sinohidro” – chosen by the Macedonian government to build the two highways.

How many millions of euros are the agreements of Janakieski and Gruevski?

Both controversial agreements that are discussed in recordings which today were announced by opposition leader Zoran Zaev, concerning construction of highways Miladinovci – Sveti Nikole – Shtip and Kichevo – Ohrid.

In one of the talks, Minister Mile Janakieski and unknown interlocutor discuss prognosis of State Roads Agency for the cost of construction of the highway. The interlocutor said that, according to their calculations, it turns out that the construction of the highway Kichevo – Ohrid will cost 267 million euros.

Agreements were signed with the company “Sinohidro Corporation”. The first agreement for construction of highway Miladinovci – Sveti Nikole – Shtip was signed on 206 million euros, while the second, to build the section Kichevo – Ohrid, is 374 million euros.

The money for these contracts is provided through a loan from EXIM Bank, i.e. 90 percent through loans from EXIM Bank and 10 percent from the state budget provided by the Public Enterprise for State Roads.

For this financial project, worth 580 million euros, there is no tender, but the decision is made by passing a law in the Assembly of Republic of Macedonia.
