The Ministry of Information Society and Administration is drafting a law on high-level management service. In an explanation published on the Single National Electronic Registry of Regulations, it said that currently there is no clear distinction between the political and professional levels in the legislation, ie the scope of high-level management is not clearly defined or determined.
“The new Law on High-Level Management Service (HMS) will establish a unified procedure for appointing a managerial position, professionalization of leadership positions – separated from political governance, with political responsibility. The HMS will have a specific legal status, separated and different from the law for administrative officials. The provisions of the new law on high-level management will define the high-level managerial service and a central body will be established to select the senior management service,” reads the explanation.
